Why two Umrah packages with the same headline number can be very different journeys — a breakdown of every cost inside a package, and the questions that reveal what is really included.

Two Umrah quotations from two Indian agencies for the same dates can differ by a very large margin, and the honest explanation is almost never that one of them is cheating. They are usually selling different journeys. This page opens up every line inside a package so you can compare like with like.
Usually the largest single component and the most volatile. It moves with the season, the departure city, the number of stops and how early the seats were held. A direct flight costs more than a one-stop routing and is worth it for some families and not for others. Ask which airline and which routing, not just "return flights included".
The second largest component, and the one where the difference between two packages is most visible on the ground. What drives the cost is not the star rating — it is the walking distance to the Haram. A hotel a few minutes further away can change the price of a package substantially, and for a family with elderly parents it can change the experience of the entire journey.
Always ask for the hotel by name for both cities, and ask what happens if that hotel is not available. A quotation that names its hotels is a quotation you can check.
Breakfast and dinner included is meaningfully different from room-only, particularly for families travelling with children and elderly relatives who would otherwise be finding meals late at night in a crowded city. Ask whether meals are buffet, whether both cities are covered, and how many days.
Airport transfers, the Makkah–Madinah leg, and Ziyarat transport. The Makkah–Madinah leg can be by coach or by the Haramain High-Speed Train, and the difference in both cost and comfort is real. Ask which one your quotation assumes.
Visa processing and, where applicable, travel insurance. Smaller amounts, but they should be stated rather than assumed — a package that is silent on them may be quietly excluding them.
An imam or experienced group leader travelling with the group, the pre-departure webinar, the Ziyarat guide, headsets so you can hear that guide in a crowd, and someone reachable at two in the morning. This is the part of a package that never appears in a comparison table and is the first thing cut to make a headline price look better.
A very low package price is almost always paid for somewhere — a hotel much further from the Haram, a long multi-stop flight, no meals, no guide, or costs that appear after you have paid the deposit. That may be a perfectly reasonable trade for a young, fit, independent traveller. It is a poor trade for a family taking elderly parents on the journey of their lives.
If both agencies answer all eight clearly, you can trust the comparison. If one of them will not put its answers in writing, you have learned something more useful than a price.
